Ships, fortifications, stores, prisoners and harbour watch compete for the same exhausted men. Formal divisions bring order to the station while making every shortage impossible to ignore. Each repaired hull leaves a defensive weakness. Each strengthened battery reduces the means of escape.
As disagreement spreads through the occupying force, organised authority begins to recover outside the harbour. The station is now both strategic ground and evidence—and the operation to regain it is becoming inseparable from the pursuit of those holding it.
The Broken Anchorage is realistic procedural Age-of-Sail fiction about divided labour, institutional pressure and the slow conversion of a pirate base into a trap.
